Simple Filters
Framed Graphic - Below is the image I started with to get this background.

Okay lets get started.

1.  Choose your image you are going to use.
Resize it to 300 x 300. 
Effects - Sharpen - Sharpen.

2.  Effects - Plugins - Simple - Pizza Slice Mirror.

3.  Effects - Plugins - Simple - Half Wrap.

4.  Effects - Plugins - Simple - Diamonds.

You are done!
