Tutorial was done using PSP9 but can easily be done using other versions.

Materials

1. Open your image, duplicate, and close the original

Choose a dark color from the image and set as the foreground
Set the foreground pattern to the gold

Choose a medium-light color from the image and set as
the background color
Set the background gradient to the following:
 

2. Add 2px border
Select and fill with the gold pattern
Selections - Invert

3. Effects - 3d Effects - Cutout
Select none

4. Add 1px border - foreground color

5. Add 2px border
Select and fill with the gold pattern
Select none

6. Add 1px border - foreground color

7. Add 5px border
Select and fill with the gold pattern
Effects - Texture Effects - Blinds
Select none

8. Add 1px border - foreground color

9. Add 2px border
Select and fill with the gold pattern
Select none

10. Add 10px border
Select the border
Effects - Plugins - Flaming Pear - Primus
Choose the 2nd preset in the 2nd row

Adjust - Hue & Saturation - Colorize
Select none

These are the settings I used to achieve the green
on my frame.  You will have to adjust for your colors

11. Add 2px border
Select and fill with the gold pattern
Select none

12. Add 1px border - foreground color

13. Add 2px border
Select and fill with the gold pattern
Select none

14. Add 1px border - foreground color

15. Add 15px border
Select and fill with the background gradient
Keep selected

16 Effects - Texture Effects - Mosaic Antique

Effects - 3D Effects - Inner Bevel
Select none

17. Add 2px border
Select and fill with the gold pattern
Select none

18. Add 1px border - foreground color

19. Add 2px border
Select and fill with the gold pattern
Select none

20. Add 1px border - foreground color

21. Add 5px border
Select and fill with the gold pattern
Effects - Texture Effects - Blinds
Apply the same settings as in Step 7
Select none

22. Add 1px border - foreground color

23. Add 2px border
Select and fill with the gold pattern
Select none

24. Add 20px border
Select the border
Effects - Plugins - Flaming Pear - Primus
Apply the same settings as in Step 10
Select none

Add the supplied corners or some of your own
