No need to move.

5. Lock the black background.
Make sure you are on one of the top layers.

6. Layers > Merge > Merge visible.
Unlock the bottom layer.

7. Image > Canvas size > 400 X 400.

8. Now select the bottom layer (=blue).
Fill with black so you don't have any transparency left.

9. Now go to the top layer and select it.

Immediately lock this duplicate layer.
Select the layer beneath (=blue).
If all is well you are on the middle layer.

13. You still need to be on the middle layer (=blue).
Set your selection tool to circle (feather 0).

14. Start in the middle and pull a circle up to the
gold and diamond overlay. See screenshot.

15. Double check if you are still on the pattern layer (=blue).
Click delete to remove the center part.

22. Open the MD-CantonBorder-2.psp and copy.

23. Edit > Paste > Paste as a new layer.
Move the border down so it almost touches the white edge.

24. Keep a small black border as on the screenshot below.

25. Layers > Duplicate.
Image > Flip.

26. Layers > Duplicate.
Image > Free rotation > Rotate > 90 Degrees to the left.
Put the border in place.

27. Layers > Duplicate.
Image > Mirror.

28. Open the MD-CantonDiamond.psp and copy.
Edit > Paste > Paste as a new layer.
Put the diamond on a corner.

29. Layers > Duplicate.
