Created in PSP8 but it can be done in other versions.

Paint Shop Pro
Super Blade Pro
Birgit's Chaos - Black and White Filter
Sparkly and White & Black Preset Page 31 - Here
Pinstripes Preset Page 22 - Here
*Username and Password for the presets are above the page numbers*
**Unzip the presets to your Environments and Textures folder**

1. Open your graphic, duplicate, and close original
Set the background to black - #000000

2. Selections - Select All
(If PSP9: "Selections - Float")
Effects - 3D Effects - Cutout

(If PSP9: "Selections - Defloat")

3. Add 2px border - select with magic wand (not in PSP9)
Flood fill with background color
(In PSP9 just use BLACK when adding the border)
Select none

4. Add 2px border - select with magic wand
Effects - Plugins - (Flaming Pear) Super Blade Pro - nk-sparkly
(You might have to select greenstairs.bmp and pits.bmp manually
and adjust the staples down to the left to make it sparkle
- it didn't work for me automatically!)
Select none

5. Add 2px border - select with magic wand
Flood fill with background color
Select none

6. Add 2px border - select with magic wand
Effects - Plugins - (Flaming Pear) Super Blade Pro - nk-sparkly
Select none

7. Add 10px border - select with magic wand
Flood fill with background color
Select none

8. Add 2px border - select with magic wand
Effects - Plugins - (Flaming Pear) Super Blade Pro - nk-sparkly
Select none

9. Add 2px border - select with magic wand
Flood fill with background color
Select none

10. Add 20px border - select with magic wand
Effects - Plugins - Birgit's Chaos - Black and White

Effects - 3D Effects - Inner Bevel
Apply bevel twice
Select none

11. Add 2px border - select with magic wand
Flood fill with background color
Select none

12. Add 2px border - select with magic wand
Effects - Plugins - Super Blade Pro - nk-sparkly
Select none

13. Add 2px border - select with magic wand
Flood fill with background color
Select none

14. Add 25px border - select with magic wand
Effects - Plugins - Super Blade Pro - nk-pinstripes
Adjust - Hue & Saturation - Colorize
(If you can't get this preset, you may use another similar filter
I can recommend Sabercat's BarCode filter)

*If you haven't used black and white, find the hue and saturation of the
color you have used and use those figures instead of the ones shown*

Effects - 3D Effects - Inner Bevel
Using the same settings as in Step 10 - apply twice
Select none

15. Add 2px border - select with magic wand
Flood fill with background color
Select none

16. Add 2px border - select with magic wand
Effects - Plugins - Super Blade Pro - nk-sparkly
Select none

17. Add 2px border - select with magic wand
Flood fill with background color
Select none

18. Add 30px border - select with magic wand
Effects - Plugins - Super Blade Pro - nk-whiteandblack
(If you can't get this preset, you may use another similar filter
I did first Birgit's Chaos - Black White Stripes and then also Two Moons - Swirler
It didn't make the same pattern, but it's nice enough)
Effects - 3D Effects - Inner Bevel.
Using the same settings as in Step 10 - apply twice

Add corners to your frame - or leave it without.
I think it looks nice either way *S*
