Tutorial created in PSP 8 but can be done in most versions!

Paint Shop Pro
Greg's Factory Output Volume II
I-Decay - Radial Diffuse - Here
Filter Factory U
Supplies
Eye Candy 3

1. Unzip the supplies and minimize on your workspace - install the filters in your
Plugins folder
Open the graphic you are going to use, duplicate (Shift + D) and close
the original.
Set the foreground pattern to the silver pattern
Set the background to a color from your graphic - I used #413c7e

2. Selections - Select All
Effects - 3D Effects - Cutout
Vertical and Horizontal 0, Opacity 100 and Blue 12.00
Select none

3. Add 2px border - white
Select with magic wand
Flood fill with the silver pattern
Select none

4. Add 1px border - black

5. Add 5px border - white
Select with magic wand
Flood fill with the silver pattern
Select none

6. Add 1px border - black

7. Add 14px border - white
Select with the magic wand
Flood fill with the background color
Effects - Plugins - Greg's Factory Output Volume II - Pool Shadow
Apply the default settings
Effects - Plugins - I-Decay - Radial Diffuse

Select none

8. Add 1px border - black

9. Add 2px border - white
Select with the magic wand
Flood fill with the silver pattern
Select none

10. Add 1px border - black

11. Add 3px border - white
Select with the magic wand
Flood fill with the silver pattern
Select none

12. Add 1px border - black

13. Add 20px border - white
Select with the magic wand
Flood fill with the background color
Effects - Plugins - Filter Factory U - Center Square

Effects - Plugins - Eye Candy 3 - Inner Bevel

Select none

14. Add 1px border - black

15. Add 2px border - white
Select with the magic wand
Flood fill with the silver pattern
Select none

16. Add 1px border - black

17. Add 3px border - white
Select with the magic wand
Flood fill with the silver pattern
Select none

18. Add 1px border - black

19. Add 5px border - white
Select with the magic wand
Flood fill with the silver pattern
Select none

20. Add 1px border - black

21. Set the background to pattern and choose the 2nd pattern in the zip,
settings as follows:

If the coloring isn't correct for your graphic and frame,
you can colorize it

Add 27px border - white
Select with the magic wand
Flood fill with the background pattern
Effects - Plugins - Eye Candy 3 - Inner Bevel
Apply the same settings as previous - twice
Select none

22. Add 1px border - black

23. Add 2px border - white
Select with magic wand
Flood fill with the silver pattern
Select none

Add the corners supplied or some of your own
