This tutorial was written using PSP 9, but can be done in other versions

My supplies here. The zip includes the image
Open your picture in psp, duplicate and minimize one copy for later use
Set your Foreground color to #8C6894
Set your Background color to #CEBFD4
~ Step 1 ~
Selections, Select all
Effects, 3D Effects, Cutout and use the next settings:
Selections, Select none
~ Step 2 ~
Image, Add Borders, 2 pixels in your dark color
Image, Add Borders, 2 pixels in your light color
Image, Add Borders, 2 pixels in your dark color
~ Step 3 ~
Image, Add Borders, 20 pixels in a white color
Select the border with your magic wand
Effects, Plugins, Graphic plus, Metal Border and use the next settings:
Do NOT deselect!
~ Step 4 ~
Adjust, Hue and saturation, Colorize and use the next settings:
Selections, Select none
~ Step 5 ~
Repeat step 2
~ Step 6 ~
Image, Add Borders, 30 pixels in a white color
Select the border with your magic wand
Effects, Plugins, Graphic plus, Metal Border and use the next settings:
Do NOT deselect!
~ Step 7 ~
Repeat step 4 but do NOT deselect!
~ Step 8 ~
Image, mirror Effects, 3D Effects, Inner bevel and use the next settings:
Apply Inner bevel a second time
Selections, Select none
~ Step 9 ~
Repeat step 2
~ Step 10 ~
Now bring up your other image we duplicated earlier
Image, Add Borders, 4 pixels and use color #302533
Image resize 40 %
Copy and paste as a new layer into your first image
Effects, 3D Effects, Drop shadow and use the next settings:
Repeat drop shadow but change vertical and horizontal to -2
Move it down to the right corner
Layers, Merge, Merge All Flatten
Save your work as jpg
