The silver fill is one I made so feel free to use it as you like. 
 

Unzip the supplies.
 Put the Filter Factory E in your Plugins Folder.
 I always make a file in my Plugins Folder for each individual Plugin so I can keep them organized.

Open the graphic and the corner in PSP.
Minimize the corner for later on.
Chose a colour from your graphic for the foreground colour.
Set the background to white. 
We will be switching back and forth in this tutorial between pattern and colour.

Okay lets get started.

1.     Duplicate your image twice (Shift, D)
Close the original incase you want to use it again.
 Minimize one of the graphics as we will be using it for a pattern.
  Set your foreground to the silver pattern.

2.     Add 2px border.  Select with magic wand.
Flood fill the border with the silver pattern. 
 Selections - Invert.  Effects - 3D Effects - Cutout. 
 Apply the cutout again V & H -2.
  Deselect.

3.     Switch the styles palette to the colour you chose from your graphic.
 I am using #1B2E70. 
 Add 2px border. 
Select with magic wand. 
Flood fill with foreground colour. 
 Deselect.

4.     Switch your styles palette back to the silver pattern.
 Add 2px border.
Select with magic wand.
Flood fill with silver. 
Deselect.

5.     Add 15px border. 
Select with magic wand.

6.     Switch pattern to minimized graphic.
 Flood fill the border.
 Effects - Blur - Gaussian Blur  Radius 15.00.
 Keep selected.

7.     Effects - Plugins - Fantastic Machines - Paint Engine - Blinds settings. 
 Deselect.

8.     Switch pattern to silver. 
Add 2px border.
 Select with magic wand.
Flood fill border with silver.
Deselect.

9.     Repeat Steps 3 & 4.

10.   Add 20px border. 
 Select with magic wand.

11.   Switch pattern to minimized graphic. 
Flood fill border with the pattern. 
 Effects - Blur - Gaussian Blur  Radius 15.00. 
 Keep selected.

12.   Effects - 3D Effects - Cutout.
Use the same settings as before.
Apply the cutout again V & H  -2. 
 Deselect.

13.   Switch pattern to silver pattern. 
Add 2px border. 
 Select with magic wand.
Flood fill border with silver. 
 Deselect.

14.   Repeat Steps 3 & 4.

15.   Add 25px border.
Select with magic wand.

16.   Switch pattern to minimized graphic and flood fill border. 
Keep selected.

17.   Effects - Blur - Gaussian Blur  Radius 15.00. 
Keep selected.

18.   Effects - Plugins - Filter Factory E - Metal Peacocks - Default settings. 
 Deselect.

19.   Switch pattern to silver pattern. 
 Add 2px border. 
Select with magic wand. 
 Flood fill border with silver. 
 Deselect.

20.   Repeat Steps 3 & 4.

Now is the time to add your corners or any embellishments you wish to add.
I added to only one corner in the above picture but that is your personal choice.
