Graphic
1. Open graphic,
duplicate twice and close original.
Minimize one
copy.
Choose a colour from the graphic and set as
foreground - I used #94a7d3.
Set background to white.
2. On your working copy of the graphic.
Selections - Select All.
Selections - Modify -
Contract - 10.
Selections - Invert.
3. Effects -
Blur - Gaussian Blur - Radius = 15.00.
Selections -
Invert.
4. Effects 3D Effects - Cutout
Vertical - 3
Horizontal - 3
Opacity - 60
Blur -
10
Colour - Black
Repeat Vertical and Horizontal -3
Select none.
5. Add 15px border - select with magic wand.
Flood fill with foreground colour.
Keep
selected.
6. Effects - Plugins - Simple - Diamonds.
Select none.
7. Add 15px border - select
with magic wand.
8. Change foreground to pattern - select
the minimized graphic.
9. Flood fill border with pattern.
Effects - Blur - Gaussian Blur - Radius = 15.00.
Selections - Invert.
10. Repeat Step 4.
11. Add 20px border - select with magic
wand.
Flood fill with pattern.
Keep
selected.
12. Effects - Plugins - Funhouse - Xaggerate.
Select none.
13. Repeat Step 4.

think it produces a lovely frame.
