I've done this tutorial in PSP 9 and PSP XI.
I believe it can be done in most versions.
You may have to look around for the commands but it's likely they are there.


Filters and materials needed
FM Tile Tools, available free here, trial but blend emboss keeps working after trial done
Penta Dot and Cross, available free here - scroll till you see the link for Garbage Collections-it's in there
Xero Porcelain and Fritillary, available free here, sets 1 and 4

I am assuming you know the basics of Paint Shop Pro and where the tools can be located.
Here are some arrows and bars you can drag and drop where you need to mark or underline where you are. .
Just left click and drag to where you want it then let go.
They will stay where you put them until you close your browser.
           



1 - Open the tubes, duplicate them and close the originals. Click on the crossed out eye in each one to see the tubes.
2 - Open a transparent image 600X450 pixels. Fill with color #456d90 (dark smoky blue)
3 - Activate the tube KaraT3961-larger flowers. Edit>Copy (Control-C), Edit/Paste as new layer (Control-L)
Place in the top left corner,



Duplicate layer, Image>Mirror



Select the bottom layer click the eye to turn it off>Right click in layer palette, merge visible
Duplicate layer, Image>flip


Merge visible.
4 - Adjust/Blur/Gaussian Blur: 15

5 - Effects>Image Effects>seamless tiling at default.




Click eye so bottom layer is back on.
6 - Effects>Pentacom>Dot and Cross at default



7 - Activate tube lia-T0024-IP (door) Copy then paste as new layer in your working canvas.
Place in the middle so that the door is in the center. Turn on the ruler if you have to.
What I do is place my cursor at the center of the door opening (not the opened door, just the door opening).
I know the canvas is 600 wide so I want the cursor to be at right about 300.
You don't have to be exact, just as close as you can make it. Move it up near the top.
See example below.
Blend Mode of this layer: Multiply, Opacity: 85%


8 - Effects>FM Tile Tools>Blend Emboss at default, wrap edges checked, twice


9 - Activate the tube KaraT3962. Image>Mirror
Edit<Copy, Edit>Paste as new layer
Place on the left side



Blend Mode of this layer: Multiply, Opacity: 75%

10 - Activate the tube KaraT3961. Image>Mirror
Edit<Copy, Edit>Paste as new layer
Place on the right side as shown



Blend Mode of this layer: Multiply

11 - Activate the tube Kat Misted (the child)
Edit<Copy, Edit>Paste as new layer
Place as on the example. Duplicate layer. This brightens the girl.



Switch off all of the layers below this (click on the eye for each layer)
Merge visible. You will be merging just the girl and duplicate girl layer.
12 - Duplicate layer
Select the original girl layer (second from top)
Adjustments/Blur/Gaussian Blur: 15
13 - Select the top layer again.
Adjust>Sharpness>Unsharp Mask - settings: 3-50-0-luminance checked.





Turn all the layers back on.
14 - Activate the tube Kat_0468 (watering-can)
Edit<Copy, Edit>Paste as new layer
Image>Mirror, Image>Resize 70%
Place as on the example



Blend mode: Luminance
Effects>FM Tile Tools>Blend Emboss
In the layer palette, pull it under the girl layer



Merge all.
15 - Selection>Select All
Effects>3D Effects>Cutout>Settings: 0 /0/100/15/black




Deselect
16 - Effects/Xero/Porcelain at default



17 - Edit>Copy
18 - Image>Add borders: 2 pixels dark color #456d90 (same color as fill at the beginning)
19 - Image>Add borders: 25 pixels contrasting color. Select using the magic wand
20 - Edit>Paste into selection

21 - Adjustments>Blur>Gaussian Blur: 15

22 - Effects>Xero>Fritalliri at default



23 - Effects>Edge Effects>Enhance



Deselect
24 - Image>Add border: 2 pixels dark color
You're done!

25 - Watermark
Layers>New raster layer. Add your water mark on this new layer
Place it where you want it. Change the blend mode to make it blend in more.
I often use Overlay or Soft Light.
Layers>Merge>Merge all (flatten)
26 - Save
File>Export>Jpeg optimizer - compression of 20.
