workspace

and fill with red Effects - 3d Effects -
Inner Bevel Select none

fill with the supplied pattern Select

with the magic wand Selections -
Invert Effects - 3d Effects - Cutout Apply
the same settings as in Step 2

I haven't added corners
to this frame but feel free to embellish the
frame as you wish
