Tutorial was done using PSP9 but can easily be done using other versions.

Materials

1. Open your image, duplicate twice and close the original
Set the foreground to a color from your image
Set the foreground pattern to the silver pattern

Set the background to white
Set the background pattern to the second copy of the image

2. Add 10px border
Select and fill with the background pattern
Adjust - Blur - Gaussian Blur
Selections - Invert

3. Effects - 3d Effects - Cutout
Select none

4. Add 2px border
Select and fill with the silver pattern
Selections - Invert

5. Effects - 3d Effects - Cutout
Apply the same settings as previous
Select none

6. Add 1px border - foreground color

7. Add 10px border
Select and fill with the background pattern
Adjust - Blur - Gaussian Blur
Apply the same settings as previous
Select none

8. Add 2px border
Select and fill with the silver pattern
Selections - Invert

9. Effects - 3d Effects - Cutout
Apply the same settings as previous
Select none

10. Add 1px border - foreground color

11. Add 25px border - white
Select with the magic wand
Effects - Plugins - Funhouse - Evanescence
Keep selected

12 Effects - Texture Effects - Mosaic Glass
Select none

13. Add 2px border
Select and fill with the silver pattern
Selections - Invert

14. Effects - 3d Effects - Cutout
Apply the same settings as previous
Select none

15. Add 1px border - foreground color

16. Add 10px border
Select and fill with the background pattern
Adjust - Blur - Gaussian Blur
Apply the same settings as previous
Select none

17. Add 2px border
Select and fill with the silver pattern
Selections - Invert

18. Effects - 3d Effects - Cutout
Apply the same settings as previous
Select none

19. Add 1px border - foreground color

20. Add 10px border
Select and fill with the background pattern
Adjust - Blur - Gaussian Blur
Apply the same settings as previous
Select none

21. Add 2px border
Select and fill with the silver pattern
Selections - Invert

22. Effects - 3d Effects - Cutout
Apply the same settings as previous
Select none

23. Add 1px border - foreground color

24. Add 25px border
Select and fill with the background pattern
Effects - Plugins - Funhouse - Cirquelate
Keep selected

25. Effects - 3d Effects - Inner Bevel
Select none

Add the supplied corners or some of your own
